What is the #SaveRosemont campaign all about?

Strategic Housing Finance Corporation (SHFC) has failed Rosemont at Oak Valley tenants: threatening to evict tenants, spending millions of dollars on shoddy repairs, forcing tenants to live with mold and without walls, and continually disrespecting them.

SHFC now plans to sell Rosemont, and has already taken steps to do so at a closed door meeting to a for-profit developer without affordability guarantees. Tenants, who will be directly impacted by this sale, say NO MORE and demand to have a say in who purchases the property.

We support the Rosemont residents’ demands that SHFC only sell to a buyer who will:

  • Sign and record a 99-year restrictive covenant with 1) affordability guarantees for all 280 units (including 50% and 30% Area Median Income rent levels), 2) the tenants protections Commissioners Court previously directed SHFC to provide, and 3) limitations on rent increases at 3% or the rate of inflation, whichever is greater.

  • Sign an agreement with the Neighbors at Rosemont Tenants Association in which the Buyers commits to 1) quality repairs, renovation and maintenance that will not result in displacement or financial burdens for tenants; 2) not terminate a tenant’s lease or not renew a tenant’s lease because of screening requirements beyond what is required by government-funders, 3) freeze rents until renovations and repairs are complete; and 4) hiring a professional and competent management company replacing current company, Capstone.

  • Be a mission-driven nonprofit or government entity with experience managing large multifamily properties.

A Detailed List of the Demands

If you want to get into the weeds, here is a more detailed list of what the #SaveRosemont campaign is demanding and what the online petition is supporting. If you haven't signed yet you can do so here.

We support the Rosemont residents’ demands that SHFC only sell to a buyer who will:

  • Sign and records a 99-year restrictive covenant that

    • Guarantees affordability for all units 280 units at 60% AMI rent levels with a significant number of units at 50% and 30% AMI rent levels;

    • Requires the landlord provide tenants with the protections the County Commissioners Court previously directed SHFC to provide tenants (the City of Austin’s RHDA Protections)

    • Permits the landlord to increase rent on renewing tenants by 3% or the rate of inflation, whichever is greater.

  • Sign an agreement with the Neighbors at Rosemont Tenants Association in which the Buyer:

    • Guarantees that the property will be fixed and maintained by qualified and licensed professionals.  This includes: 

      • Fixing broken mailboxes; 

      • Ensuring the residents are safe and secure by repairing outdoor lighting, hiring a security company and addressing crime on the property; 

      • Test for and address the root causes of mold and moisture in units;

      • Complete all needed repairs, including addressing leaks, replacing or fixing broken  appliances, addressing foundation issues; and ensuring every unit has walls, floors and ceilings. 

    • Commits to treating tenants fairly if temporary relocation is needed and that renovations do not result in displacement or financial burden for tenants. This includes that that: (a) current tenants have the right to return to Rosemont; (b) relocated tenants will not have to pay rent while they are out of their unit; (c) tenants will be relocated to a place that is near Rosemont; and (d) tenants who do not wish to relocate will be allowed to break their lease.  

    • Agrees to not terminate a tenant’s lease or not renew a tenant’s lease because of screening requirements beyond what is required by government-funders.

    • Commit to hiring a professional and competent management company replacing Capstone.

    • Commits to not increasing rents until renovations are complete and ti re-evaluate rent increases Capstone enacted after Winter Storm Uri.

  • Be a mission-driven nonprofit or government entity with experience managing large multifamily properties.
