Agreements made by Hayden Glade to the Neighbors at Rosemont Tenants Association Regarding Temporary and Permanent Relocation Benefits

No household’s tenancy will be terminated or not renewed because renovations are needed in their unit unless a tenant agrees to the option of accepting a permanent relocation payment so long as tenants are in compliance with LIHTC recertification or working with staff to recertify.
Each household will be able to choose between:
Staying on the property, with temporary relocation services provided if substantial repairs are needed in their unit. Substantial repairs include more than three days of repairs needed in a unit.
Any household who elects to stay at Rosemont will receive a “stay bonus” of a 2 months rent and a $1,500 visa gift card within 30-60 days. The rent credits will occur upon the signing of a new lease and providing an updated list of repairs needed in their unit.
A household who chooses to stay may, at any time in the 365 days after choosing to stay, elect the permanent relocation offer. However, any costs associated with that household’s temporary relocation and any stay bonus they have received will be dedicated from the relocation payment amount in addition to the other deductions that might be made in accordance with permanent relocation deductions listed below (past due rent and damages).
Accepting a permanent relocation payment. A household who elects permanent relocation payment will receive $15,000 in exchange for moving out within 365 days of accepting the permanent relocation offer.
Payment will be made at move out.
The cost of damages to the unit that are determined to be the fault of the tenant, beyond normal wear and tear, will be dedicated from the payment amount. Before any deduction is made, a household will have the opportunity to provide an explanation and information as to why they believe the damage is not their fault.
The cost of rental arrears accrued post-closing will be deducted from the payment amount.
A household who accepts permanent relocation but has not yet moved out may, at anytime in the 365 days after choosing permanent relocation and before moving, choose to stay at the property by informing management and signing a new lease. Upon signing the new lease, a household will receive the stay bonus as described above.
Hayden Glade has signed a proposal with OPC for tenant relocation services. In the event that OPC does not provide the professional relocation services, Hayden Glade will hire another professional relocation company with tenant feedback and input.
All expenses related to temporary relocation will be covered until a household’s unit is move-in ready as determined by the professional relocation company, including:
All moving expenses including boxes and packing materials necessary to move things and storage expenses, if needed. Packing assistance will not be provided. A professional, insured moving company will be hired. Hayden Glade will be open to tenant feedback regarding the quality of the movers. The relocation company or tenant liaison will assist tenants who need to submit a claim with the moving company’s insurance related to damaged property.
A minimum of $200/day for 2BR, $250/day for 3BR and $300/day for 4BR for a food stipend.
$20/day to cover increased utility expenses. If that does not cover increased utility costs, a household can provide previous utility records to show increased billing and the extra costs will be covered by Hayden Glade;
All utility costs at a temporary unit, including electricity, water and wireless internet.
Lodging at a hotel-unit onsite or a hotel. To the greatest extent possible, on-site hotel units will be provided that will be furnished and equipped with kitchen utensils, plates, pots and pans. The hotel units will be cleaned by professionals in between household stays. If a hotel unit is not possible, hotel accommodations will have a kitchenette.
A household may elect to stay with family and friends in lieu of temporary relocation. If they choose this option, they will receive the food and utility stipends as described above.
If estimated repairs will take more than 5 days, a household may elect to stay in their unit while repairs are conducted if it is safe to do so by ownership. If it takes more than two months for a renovated unit to be made available, the household does not need to pay rent until they move to the new unit. This option is not available to a household who does not income-qualify for the new unit.
The following benefits will be provided for households who are living in a unit while a full-day of repairs is made:
A household will receive the food and utility stipends provided for households receiving temporary relocation for each day full-day repairs take place.
Repair hours will be reasonable (9am-5pm) and workers will clean up at the end of each day.
Hotel or hospitality units will be made available for household members to access while repair activities are occurring in their unit. These units will have air conditioning and wireless internet.
Hayden Glade will hold regular meetings with tenants, including meeting with a smaller committee of residents to help inform construction and relocation plans and provide feedback. Within two weeks of purchase, Hayden Glade will provide tenants with an update on their plans related to property-wide repairs and security improvements.
Third Party Beneficiaries will include SHFC, Travis County and the Housing Authority of the City of Austin.
